Vending Facility Monthly Report for Facility 49 and Person 494Nate, I'd say the BEP needs to understand what All Star is really doing and demand that the Company play by the same rules that BEP licensees are bound by. Let operators try the inventory = 0 trick and see what happens. The tracking system All Star uses is great for management, but this is an accounting issue, one that has been a problem for our Program before and one that this "superior" private operator is using to hurt us and the taxpaying public of Michigan.

Nate, interesting, but not good enough. Not only is the value of initial stock important, but the actual cost of goods sold is critical in order to determine how well any retail business is doing and what it owes in terms of taxes and commissions. It looks to me as though All Star is getting away with charging the entire cost of the initial inventory to the cost of goods sold and does this each month.
And doesn't $1123.00 seem like a very low amount of inventory for four rest areas, the Blue Water Bridge, and a post office?
Another question might be this: did the Program reimburse All Start for any starting inventory? Even if the truthful answer is no, The Program and the tax collectors are being shorted, perhaps massively, by this 0 inventory trick. It's no different from what too many operators have done for a long time, claiming that their starting and ending inventories are always the same without regard to season, building population and other factors.
I know that none of this is your doing and I thank you for hearing me out.

This facility does not have a beginning and ending inventory, because they are using the cantaloupe system, and have set par levels so the amount of stock they are using is exactly what the purchase number is. If that answer doesn't answer your question, give me a call we can talk about it further, but I had the same question for Constance and James.
