February 8, 2012 at which the Commission Board gave its blessing to the
proposal from the Elected Operators' Committee on the State Plate issue and
concerns the requirement that the new operator chosen for that facility agree
to participate in a partnership arrangement with a management company
for at least two years. It was pointed out during the public comment
portion of this meeting that the teaming partner requirement amounts to
forcing the new operator to pay the cost of their training, since the profits
from the location would have to be split between the partners instead of going
exclusively to the operator. Dry but important reading.</FONT></DIV>
