wanted to know, with the exception of the Commission Board. And why did
the Board go along? It might have had something to do with a message from
BEP staff and EOC leadership that there was no choice other than their
proposal. For whatever reason, the Board heard only the Agency version of
the issue before giving its support.</FONT></DIV>
