think.  I'll say that the Program won't be fixed just by changing the 

paperwork.  At the very least, the fix will require Management that 

understands the importance of personal self-control, why operators' and 

potential operators' Social Security numbers and other sensitive information 

must be protected as well as verified, that values Program integrity and 

performance  over ass-protecting, but I know not to get my hopes
