[vendtalk] lottery question for venders

It's not a talking verifier, but a talking handheld terminal.  When I showed 
this story from G-Tech's website to our state senator who is the chair of 
the racing and wagering committee, he wondered why a small country like 
Spain is using this technology when no one in the U.S. is.  In short it 
seems like no one asked the right person, hopefully by having a blind 
governor in New York has brought awareness.  This fact was brought up at the 
meeting with the director of lottery.  Again, I say, we'll see.  The
