In Illinois, if all other things are equal, preference will go to the
less senior of the applicants with the highest equal scores. The
thinking is that anyone who has experience in the program ought to gain
more points by having learned things along the way, and their scores, if
they're good, should not b equal to those of a less senior applicant.
