Michigan also has a 10 percent set-aside after cost of goods and allowable
expenses.

Interestingly, the SLA management does not understand how tax return income
can be different from vending facility income reported to the SLA.  That is
indicative of the SLA management not being knowledgable about business and
taxation, and has resulted in recently imposed policy requiring unnecceasry
and burdensome reporting requirements including notarized statements of
thruthfulness and accuracy of submitted reports by blind licensees.  And the
required reports cannot be electronically submitted.  The SLA cannot handle
and appropriately manage and use information they already collect.  These
new policies are a knee-jerk reaction to a state auditor BEP program audit,
with findings and conclusions of poor SLA management practices, unaccounted
for set-aside funds, and serious lack of SLA business training and support
to blind licensees.
