If it is less, the BVM pays, and if it is more the SLA pays.  The vendor does not have an inventory loan per se.  However, I believe in OK there is a system that involves an inventory loan.  And, I think that is a good idea. That way, the BVM who paid back the inventory loan gets a big fat check when they move on.
