Position Overview

The Division of Rehabilitation Services (DRS) is the state’s lead division
serving people with disabilities committed to diversity, equity, inclusion,
accessibility, and racial justice. The mission of the Division is to assist
individuals with disabilities in achieving their goals of employment,
education, and independent living. This administrator coordinates and
supervises the operations and activities of the Bureau of Customer and
Community Blind Services/Business Enterprise Program for the Blind
overseeing staff working with individuals who are blind, visually impaired,
and DeafBlind in monitoring the daily operations of the vending facility
programs throughout the state, researching new locations, developing new
marketing techniques, and providing training to prospective vendors.  The
Division of Rehabilitation Services is seeking to hire a dynamic and
organized administrator with strong communication and leadership skills.

Job Responsibilities

1.	Serves as administrator of the Bureau of Customer and Community
Blind Services/ Business Enterprise Program for the Blind (BEPB).
2.	Develops and recommends policies and procedures covering Business
Enterprise Program for the Blind responsibilities.
3.	Researches and develops new marketing techniques, training, vending
locations, financial monitoring and planning, evaluation, and analysis of
Business Enterprise Program for the Blind.
4.	Serves as full-line supervisor.
5.	Verifies the application of sound fiscal and generally acceptable
business practices in the overall operation of the Business Enterprise
Program for the Blind.
6.	Attends conferences and meetings and represents DRS as it pertains
to the Business Enterprise Program for the Blind.
7.	Performs other duties as assigned or required which are reasonably
within the scope of duties as enumerated above.

Minimum Qualifications

1.	Requires knowledge, skill, and mental development equivalent to
completion of four (4) years of college.
2.	Requires prior experience equivalent to four (4) years of
progressively responsible administrative experience in a public or business
organization.

Preferred Qualifications

1.	Four (4) years of professional experience managing a state, federal
or private program working with business entrepreneurs.
2.	Three (3) years of professional experience working with federal
statutes related to rehabilitation programs such as the Rehabilitation Act
and amendments, the Social Security Act, Individuals with Disabilities
Education Act (IDEA), Workforce Innovative Opportunities Act (WIOA), the
Americans with Disabilities Act, Randolph-Sheppard Act, etc.
3.	Three (3) years of professional experience providing services in a
public or private agency working with individuals who are blind, visually
impaired, and/or Deaf/Blind.
4.	Three (3) years of professional experience researching, developing,
and implementing marketing strategies to develop appropriate locations,
enhance sales and increase customer base.
5.	Two (2) years of professional experience interacting with and
communicating clearly and tactfully with a wide range of individuals that
include agency staff, state agency officials, employees, public legislators,
internal and external stakeholders, community service providers, building
owners, professional groups, and the public.
6.	Two (2) years of professional supervisory experience managing
personnel, assigning work, providing guidance to subordinates, recommending
and/or implementing counseling and/or discipline activities following
collective bargaining agreements, training staff, approving time off and
preparing staff evaluations.
