[blindkid] another source of pre-braille goals

The document that Carlton mentioned, the California Braille Reading  
Standards, is a potential source of IEP goals for preschool for those  
who have been looking. It also has lengthy kindergarten goals (and  
covers all grades).

It does have one weird requirement that must be a typo - it says that  
preschoolers should develop the hand strength and dexterity to use the  
Braillewriter WHILE using the slate and stylus correctly. That sounds  
difficult.
