That is incorrect Verizon does offer "talks"?it is fairly recent.
This is a rival product to mobile speaks.
It is a complete screen reader like speaks.

As I said in earlier e-mail it is currently only on Moto Q9c but I have heard rumors that they are going to put it on a new smartphone.

AT&T will not sell you the software unless you are a customer.
You can get mobile speaks from the company, but it is about $300 and I don't 
think that it will work with verizon phones.

There is one verizon phone that is mildly speech friendly.
I mean, it does not read the menus and I don't think that it reads text 
messaging.
But, it speaks the numbers and maybe has a talking caller id.
I will ask what phone that this is and get back with you.
Know, however, that it is not as accessible as phones with talking software.
