Do you think they may like pressure and the clothing is too loose and thus just irritating to them? OT would be a great discipline to consult. Even a pressure vest or spandex top/pants/shorts that are tight enough to give some pressure but not tight enought to annoy kids that are hypersensitive to clothing, tags, etc. These can even be worn under clothing.  Sounds like they may need some oral input too...a vibrating teether/toothbrush, chewie, crunchy items....pretzels, etc.
