    My daughter, Aubrie, now thriteen, and I were talking about this not 
too
long ago. It seems as if it was taking her forever as well. she said 
that
the thing that made the difference was taking a rope, which someone did 
with
her, and putting it around her theigh and sitting down and going through 
the
steps of tying it. She was between 7 and 8 when she learned. Good luck!
