Thank you Jill. 
I often wondered about the exact wording of this as I have had similar  
experiences over the years. (Especially when I am mailing boxes of books to UPS 
 for the book fair!) I try to mail them one at a time, on different days so 
as  not to overwhelm anyone, but still get an odd look or questioned from 
time to  time. Not a big deal, but have been doing this for years now, so it 
would be  nice to not have to worry about whether or not this is a day that 
I will  get questioned or if it will go smoothly. We have many post offices 
in our  area and find the same reaction at most of them. It seems to depend 
on the  day. So, thanks again. I will continue to politely explain "Free 
Matter for the Blind" to the employees at the post  office, but will feel that 
I have more knowledge to back me up, if needed,  always a good thing.

Hi All,

Every few years we have a  little hassle with the Post Office over mailing
Braille books to the Braille  Flea Market.  I'm just passing along the link
to Publication 347, which  outlines the rules for mailing things "Free
Matter".  We are definitely  allowed to mail Braille books to the flea
