Perhaps your state law has something unique requiring parent's approval of the IEP.  But under federal law the IEP goes into effect 10 days after the prior written notice - no signature required.  The signature is to waive the 10 day waiting period.

If the parent doesn't sign the IEP in question the school by law must continue the previous signed IEP. This is why it is important they don't sign the disagreed IEP.
