[blindkid] U.S. stalling treaty that would benefit blind?

I just read this article in the Huffington Post and was surprised by the
information, which seems to indicate that the U.S. is blocking or at least
stalling on this treaty to ensure access to Braille and audio to poorer
countries. Has anyone heard about this, and what are your thoughts?
