[blindkid] free matter for the blind

Heidi, you may never know why it came back.  It could have been a
machine glitch or human error or it could have been an ignorant postal
worker or one with an attitude about "Free Matter."  The best thing to
do is try again and see if there is a pattern. Of the thousands of
pieces of mail that come and go from our office,  very few don't make
it.  Some have to be resent and occasionally we have to deal with
problems.  That includes both foreign and domestic mail.

Hi, does anyone know why my daughter got a letter she sent to a penpal
back from the post office, even though I wrote on the right top corner
"Free matter for the Blind"?? I went to the post office and they
couldn't tell me why, may be the label has to printed they said,
otherwise anyone can write Free Matter for the Blind and send things
that way. I have sent things in the past, they may not have gotten to
the destination now that I think about it, but would like to know what
the right way of doing this is.
