Trudy,
That's the same problem here in FL. The TVI is teaching her to read and write Nemeth but said it wasn't her job to teach her how to do the computation. 
Which is a whole different way of writing it, if you ask me! 
Currently, my soon to be 7th grader will be able to go to school in the Fall and read a Nemeth problem and copy that problem in Nemeth but nothing other than that. If she wants to work it out she'll have to use the limited vision she has and do it in print.
Things have to change.
