Yes, our county has staggered starts and stops too. Elementary first, Middle Schools second, and High school third. This lets them use far fewer busses, as the busses mostly run a route for one of each level of schools both morning and afternoon. I assume this gives drivers a fairly full day of work as well.

That said, it makes more sense for parents of car riders as too. I cannot drop kids at two or three schools, several miles apart, in rush hour traffic when start times are nearly all the same. A common start time for all schools mostly helps parents who put all kids on the bus from home at the same time and they all get home at similar times.

Kids will adjust, though if you have a child with no light perception, you may font it is more of a struggle. We’ve had sleep issues for our daughter’s whole life. A light box has been a huge help for that, until she hit puberty, now there seem to be hormones in play or something and the light box is no longer enough.
