[blindkid] Question about APH quota funds

The student does have to be legally blind to qualify for quota funds.
Each year every school district reports students who are legally blind
to the state organization responsible for quota funds.  That agency
gives those names to APH and a name must be on that list to receive
federal quota funds. There is a legal definition of blind and you must
meet that definition to be eligible for several federal programs.  Our
state agency has things we can borrow even if a student isn't on the
APH list. I know we can often borrow braillers, braille paper...
