The incumbent serves as the legal advisor to various VA facilities within the geographic jurisdiction of Region 20, with primary responsibility for Washington facilities including the VA Puget Sound Health Care System, the Seattle VA Regional Office, the Spokane VA Medical Center, the Walla Walla VA Medical Center and the Tahoma National Cemetery in Kent.  Such advice covers an extremely broad range of legal matters and is given in the form of written opinions or oral consultations concerning issues relating to release of information, medical care cost recovery, real property and loan guaranty, tort claims against VA, police procedures at VA facilities, bioethics, government procurements, contract negotiations and dispute resolution, personnel matters, gifts and donations to VA, escheat, bankruptcy, and leases.  Investigates and negotiates resolution of tort claims involving medical malpractice, personal injury and property loss.  Represents VA in cases before the Merit Systems Protection Board, Equal Employment Opportunity Commission and the Federal Labor Relations Board.  Represents the agency in state courts in guardianship matters.  This position requires a detailed knowledge of both federal and state law.

a.  One year of experience as described above, or <http://staffing.opm.gov/pdf/usascover.pdf>
b.  Graduation in the upper one-third of his/her law class or one of the six alternate options of the Superior Law Student Program:<http://staffing.opm.gov/pdf/usascover.pdf>
    (1)  Work or achievement of significance on his/her school's Official Law Review;<http://staffing.opm.gov/pdf/usascover.pdf>
    (2)  Special high-level honors for academic excellence in law school, such as election to the Order of the Coif;<http://staffing.opm.gov/pdf/usascover.pdf>
    (3)  Winning a moot court competition or membership on the moot court team which represents the law school in competition with other law    schools;<http://staffing.opm.gov/pdf/usascover.pdf>
    (4)  Full-time or continuous participation in a legal aid program as opposed to one-shot, intermittent or casual participation;<http://staffing.opm.gov/pdf/usascover.pdf>
    (5)  Significant summer law-office clerk experience; or<http://staffing.opm.gov/pdf/usascover.pdf>
