The Government Relations Officer position oversees county legislative work for the Department of Natural Resources and Parks (DNRP) on a variety of high-profile and complex projects and environmental initiatives. This entails advocating for DNRP interests in these projects and initiatives by developing and implementing our legislative agenda with the King County Council, including strategy development and extensive intergovernmental relations. The position will provide strategic policy and legislative support for DNRP's interests related to natural resources, climate change, energy conservation, sustainability, wastewater, solid waste, storm water, and Parks related initiatives and projects within King County.

Examples of job duties:

  *   Lead DNRP policy and legislative support with the King County Council and Council staff. Serve as central point of contact for Council communications. Oversee the development of legislative materials related to DNRP issues including reports, motions, ordinances and other Council requests.
  *   Develop and advocate for the DNRP legislative agenda, policies and positions for the DNRP, in coordination with the King County Executive's office.
  *   Assist with the development and review of DNRP legislation to advance DNRP's mission.
  *   Ensure clear, consistent communications with the Council on DNRP issues.
  *   Advocate the Executive's position on legislation with Council members and Council staff.
  *   Negotiate amendments to legislation to achieve outcomes consistent with DNRP's mission
  *   Provide briefings and presentations to Council members and Council staff.
  *   Coordinate with Executive's Council Relations Director and Division Council relations staff.
  *   Attend Council and Committee meetings, as appropriate.
  *   Represent King County's DNRP legislative strategy to elected officials and staff from cities and other counties to ensure King County interests are represented in legislative actions.
  *   Directly advocate for King County positions with other local elected officials, staff and stakeholders concerning the county's legislative priorities.

Required knowledge, skills and experience:
A Bachelor's Degree in Public Administration or a related field or equivalent combination of experience and education and a minimum of four years' experience performing senior-level policy analysis, political strategy development and intergovernmental relations for the public sector are required. Additional required qualifications include:

  *   Demonstrated experience with and knowledge of state, federal and local legislative process, committees, and oversight of legislation management
  *   Extensive demonstrated experience consulting on, developing and implementing political strategies
  *   Extensive demonstrated experience developing and analyzing public policy for a governmental agency
  *   Demonstrated success working with all levels of government, community organizations and private sector businesses to develop and implement projects and strategies
  *   Extensive direct experience with government-sponsored committees and task forces developing political strategies and projects
  *   Extensive demonstrated experience acting as liaison for elected officials
  *   Excellent oral and written communications skills; public speaking skills; demonstrated experience communicating complex issues in the public arena
  *   Creative problem solving skills
  *   Strategic focus and excellent analytical skills
  *   Financial analysis skills
  *   Negotiation and conflict resolution skills
  *   Excellent interpersonal skills
  *   Ability to make quality decisions using sound judgement
  *   Political sensitivity
  *   Media relations skills
  *   Skill in making independent decisions
  *   Skill in in handling numerous projects and tasks simultaneously

Preferred qualifications:

  *    An advanced degree in Public Administration or a related field is highly desirable.
  *   Experience as a liaison and policy advisor for elected officials
  *   Sound working relationships with elected officials and community leaders throughout Seattle and King County
