Regarding your second question first, apply as far in advance as possible to give yourself plenty of time dealing with dysfunctional bureaucracy. And as for using MPRE accommodations to qualify for accommodations on the bar, that depends on jurisdiction to jurisdiction. Even Universal Bar Exam states all administer the exam individually, meaning that they create their own state specific hurtles. In Texas, they granted all of my accommodations based upon my MRRE accommodations and that was enough of a contrast from Massachusetts that I flew down just to take the test. They also did a shockingly good job in administering my accommodations on the day of my exam.
