One low cost tactile drawing tool is the Sensational Blackboard.

The Sensational Blackboard uses regular printer paper and a ball point pen
to create raised line drawings. The paper would likely take less abuse than
a plastic sheet, but it's a lot easier to get your hands on printer paper
than the plastic sheets.The 8.5 by 11 inch blackboard is $50, or you can
get a 4.5 by 7 inch blackboard for $30.
