The daisy pipeline can do this. You also may be able to use either liblouis
or liblouisudtml to do this. You can always ask off list and I can give
steps to see if it works because backtranslation can be kind of ugly at
times.
One other trick is APH has a send to braille on windows that makes a right
click menu option to send to braille or from braille
https://tech.aph.org/lt/. Most likely it will give a raw file that can
then be sent to html using another tool like pandoc.
