Beth,
Have you justified it in writing?  Someone else just forwarded the Florida 
policy and I read it.  It says if you choose an out of state provider, they 
will only pay for what they would have paid for you in state.
This is equivalent funding and I'm not sure it violates informed choice. 
You may have to ask someone at the federal level in the rehab services 
administration.

Yes nfb does need to be involved to change a policy because one client 
cannot do it alone.
