[nabs-l] Cab Drivers Talking on Their Cell Phones

Yeah, I didn't mean to say they were always on the phone with
dispatch-I meant to say they need to be able to talk to dispatch any
time and that's a distraction from the road.  I think you're right to
be concerned if they're on the phone the whole time, especially if it
was a personal conversation.
