Antonio,

The Torres is open to anyone, both US citizen and non-US citizen. Yet, preference is given to non-US citizens and people living in the metro area, which is, I think, NJ, CT, and NY.  The people who  created this scholarship, and donate the money, made up these regulations, since  I believe they wanted to help international students.

The bottom line, it is open to any student who is legally blind.  Yes, you can apply, and do qualify.
