Can you? 
I wonder though, the same tools a disabled person would use to avoid a
scam are the same a nondisabled person would. 
So, I'm curious to see the article, because I can't believe there's much
of a story here.

i came accross this article when surfing the net.
 
the title sound aweful, but dont let the title anger you, read it- it is
meant to help disabled avoid scammers.
