Hey Rebecca and all- I believe that the situation with the CA state
board came out of  the EDF fiasco. According to the article in the
December 08 issue of the Braille Monitor there was an agreement between
the founder of EDF and the CA state board that allowed EDF to operate
out of California and
aloud EDF to have their    physical training facility in Arizona, as
well as
EDF could not raise funds for the school in California. I think the CA
board is trying to cover themselves. However, the agreement was between
EDF and the CA state board, and had nothing to do with other schools
outside California. The open letter to out of state schools was
ill-advised and the CA state board is really barking up the wrong tree.
If the CA state board really wants to be affective, they need to take
responsibility for not regulating the schools in CA and clean up their
policies.

I also found the need as stated by the California board paternalistic. 
Anybody more on top of this issue care to comment? 
I am perfectly capableof disserning a fraud, because I am not desperate
for the service provided. I think most of us also have this ability. 
Why the need for such a board, which to me seems to be little more then
a rubber stamp for a well-established guide dog school in the stae of
CA?

I am speaking here completely for myself and with no affiliation to GDF.


My biggest issue about the California Guide Dog Board is why it only
encompasses guide dog schools. I know the reason. During one of the
attempts to "sunset" this board in the '90's, it was proposed that
service dog schools also be covered. To put it bluntly, they had a good
lobby and were exempt. 

I find this insulting to blind people if one takes as the premise for
having such a board to protect us from fraudulent schools and 1-man
operations.
Given the wide range of disabilities and types of training possible to
mitigate them, and given the small nature of most service dog programs,
one would think that the potential for fraud and poor training would be
much higher. Many people, such as parents of autistic children, are
desperate for services and hence potential targets for fraud or poor
training and aftercare. Yet they require no such board, even separate
from the guide dog regulations. 

That's the overriding issue for me and until that issue is addressed at
the state level, the rest of the work of this board is what it is,
written into laws and regulations.
