Albert,
    Since I am not an attorney, the only answer I can give you is that 
Section 307 of the ADA specifically exempts certain organizations, such as 
private clubs and religious organizations. Therefore, the best we can do is 
attempt to educate those institutions as to why it would be good practice to 
provide access to their services and programs. I have done this successfully 
for several people who were denied access to or required to sit in a 
specific section of churches
