I agree. with you rebecca.
I think that people can take responsibility.  However, how can people take
responsibility for advocating for their needs when they don't know about the
services being offered.
Some people don't know about the FM systems being available at convention,
and some people don't know about the fact that people can provide teletouch
services as well during conventions.

Many people may also not know that the federation has a Deaf-blind devision. 
May be interpreter services and access to other services is something that 
this devision should be involved in.
Just my thoughts.
