Jordan, 
There are deviants in every society and group. Guide dog users are no
exception, most do their best, some don't. 
With friends like yours, you sure don't need enemies. Might I suggest
though that what you are seeing is atypical, and that your global
solution won't solve anything? What Rox said was right on. Someone who
is abusing their dog sure won't admit it and they can and will fill out
forms and produce id cards with the best of 'em. 
I'd argue too that all the paperwork would dissuade good dog users
because they want dogs for the right reasons. If I have to spend time
working my dog, then caring for my dog, then enjoying my dog, and then
doing paperwork,on top of having a full life, well maybe a dog isn't
worth it just for the sheer number of hours I'd have to devote to
proving stuff that really can't be proved. 
Finally, if we all have such little faith, then don't go shopping, don't
date, don't make friends because you know, all those people *might* try
to harm you. Far better to just sit home and worry.

I didn't know that theschools are talking about taking harnesses back. 
thats an interestingly wrong idea.  that is stealing and I would love to

know how they plan on doing that.
In my case of reportingI was there and it was more of a case of there 
was a gtroup of us and all of us witnessed it.  I did the reporting but 
I had many people backing it up.  The person I'm talking about use to be

one of my close friends and he has been reported to our dog school more 
then 13 times in the last year... and these are just times I know 
about.. I just get frustrated soem times wishing that someone could do 
something.
