Rebecca,

I'm basing my assumption that the schools get called a lot more often
than 
animal control primarily from the people on this list.  There are many 
people who have stated that they have either reported someone else or
been 
reported, but I can't think of a single person on this list who has said

that they have called animal control or had them show up at the door.

Not very scientific, but I think it's a decent indicator.
