[nagdu] another reason for having your own harness

I suspect the service dog scenario mirrors what we had wtih guide dog schools in the '40's and '50's, with little schols (some more reputable than others) springing up all over creation, seemingly overnight. Of course, some programs are quite good, while others are, well, not. And "not" means "pretty awful" in some cases.
