[nagdu] Enforcement of laws

I disagree with that, and here is why.  In a business, one distraction could
cause you to run into something and get injured, and if you were to land
wrong you could further damage your vision like I could for one thing and
the second if you any other disabilities, well those could be affected.

I agree the beast should be on a leash, but I don't mind at all if I meet
one in a business.  So long as it's well-behaved, I really don't care.
