Albert,
    Just to clarify, my assumption is that, like Florida, each state has a 
specific process for obtaining a tax exemption for purchases related to 
service animals. I am not making the assumption that this is true in 
Florida, I am simply informing others of what Florida's process is in order 
to obtain this exemption. Here is what the official State of Florida 
Department of Revenue WEBSITETax Code website
HTTP://DOR.MYFLORIDA.COM/DOR/FORM/2009/gt800045.pdf
states concerning this exemption:

"The sale of food for guide dogs is exempt. However, the purchaser must give

a Consumer's Certificate of Exemption for the Blind ( Form DR- 152) issued 
by the {Florida} Department of Revenue to qualify."
    I will not argue this point further except to say that state sales taxes

are, well, state sales taxes. If one is going to obtain an exemption from 
paying such taxes, they must obtain such a privilege from the state's 
Department of Revenue or whatever the comparable state department might be 
that collects and administers state sales taxes. If you have any 
authoritative reference that states otherwise, please share it with us.
