Yes, you are exactly correct. Making cars emit a noise that will allow
pedestrians (all pedestrians) to hear them will fall upon the car
companies. 

As opposed to APSs that fall upon state and local governments, who are
experiencing massive budget deficits across the country. Governments are
being forced to furlough and layoff workers from California to New York.
