I'm curious about something.  What if someone wants to come to a  
center and their dog is trained to perform tasks which mitigate other  
disabilities in addition to blindness?  Would they still have to crate  
their dog, or could they heel the dog while using the cane so the dog  
could still be with the disabled handler?

Has this ever been addressed before?
