Dan Weiner here.
My honest opinion is that there is no logic in their heads--smile.
It is due to many things, none of them excusable.
These are only my opinions:
1. Some people don't know about the law.
2. Some people think it doesn't apply to them, a dog is a dog--smile.
3. Some people are nasty and unkind people.
4. Some peopled are just sure they can get away with it, meaning they can do
these things and it won't be punished.

I believe it should not be happening, but it does.

I think the more the law can be enforced and bad people feel the
consequences of their actions, then it will happen less.

Enforcing the law is the problem, it usually takes a long time so that the
people who commit the violation don't feel immediately that they are being
punished.

I always get very frustrated at this subject, so I'll just leave my comments
at that for the time being.

So,  except allergies,  they say "No" and do not explain why? And other
places say " we do not want your dog in",  and not explain why? I'm just
trying to see  the  logic in their heads. Sorry may be I'm asking a stupid
question here because it may be obvious for others but I'm curious what
motivates   their denial.
