You understand this correctly. 

We are waiting to see what this does mean for people with dogs from schools
who either are not currently accredited by IGDF or ADI or who chose to not
be accredited. 

It's also not just a problem with badly behaved owner trained dogs. It's a
problem with the huge increase in service dogs across the board, most of
which are indeed well behaved but a few, both owner trained and from
programs, accredited and non-accredited, are not. There's also a huge
question as to what is a true service dog and what conditions might require
the mitigation of a trained dog versus some other means of control. This is
particularly true for psychiatric conditions, which the VA does not really
recognize as being appropriate for the use of service dogs.

If I'm understanding correctly, it isn't just owner trainers and privately
trained service dogs that may encounter problems, but any individual with a
dog from a non IGDF or other similar organization.  
What does this mean for those with dogs from Pilot for example?  I'm pretty
sure Pilot is not a member of the IGDF.
