No, it's not really normal if she's still getting the prescribed amount of 
food and water your school recommended.

Do you get her excited before you go outside?  this helps my dog, especially 
if I want her to do a number 2 before a walk.  You can also keep her on her 
tie down or crated just so the mess will be easier to find and clean up. 
Also taking her out more often and praising her up big time might reinforce 
that going outside is a good thing.

If that doesn't work, it could be something medical and you'd need to ask 
your school and a vet for advice.

I'd treat it as a behavioral issue for now, though and see what happens.
I'd like an order of ambition, & a side of focus, and a large coffee. And 
could you super size that please? It really needs to last for the rest of 
the day.
