I figure as long as she's performing well and happy with what she's doing even if not wagging her tail, just keep going with the flow.
Orleans wasn't that much of a tail wagger and Freedom never wagged his tail, despite when I would give him lots of praise.
When Odie was yunger, he wagged his tail at the very beginning once we'd get out on route.
After that, he didn't wag as much.
Similar to your partner, Odie took his job seriously and didn't like for anyone to bother or interrupt him.
