Sheila,
    Thank you very much for providing us with this information. It certainly 
helps us understand a little more about the unfair practices employed by 
Goodwill and others who take advantage of these certificates to pay 
subminimum wages. From the information you provide, I don't think a fully 
sighted person could perform the job at the rate they expect! This leads me 
to believe that the subminimum wages are not based upon a reasonable 
production quota; rather, an unreasonable quota has been established to 
justify the subminimum wages.
    I think everyone on this list should call their legislators and ask them 
to support the Fair Wages for Workers with Disabilities Act (H.R. 3086).
