[nagdu] Licensing Your Dog

Cindy,

To prove that my owner trained guides are indeed trained, I have a few
options. I have all the training logs for the year I spent molding
Monty into something civilized. I could write a letter stating that he
is trained with a couple of witnesses who also signed it and perhaps I'd
have it notarized. I have his behavior and demonstration of tasks. Or
I could make up an ID card here at home or purchase one of the many
offerings from the internet. Usually I just explain to people that he
is my guide dog and this is sufficient. Rarely do I even get asked that
though.

I think in the case of needing to conduct business through the mail I'd
go with the letter with witnesses. I guess one of the benefits of
living in a small town is that after people get over the novelty of a
guide dog, it becomes just a part of the community. Everybody and I do
mean everybody knows that I'm blind and that Monty is a guide dog.

Suppose, for instance, it was Julie's dog. What would Julie use to "prove" Monty serves a purpose as a guide, especially if it is a mail in such as this one is?

I also believe that the county government is a public entity that is charging a fee to have a dog in it's jurisdiction, the land operated by the county. Service dogs are not pets and are not subject to the same laws governing pets in any other instance. Why would they be in this case.

Licensing requirements are not civil rights, rather, they are civil responsibilities. Waiving fees for service dogs is a privilege not covered by the ADA. If a jurisdiction wishes to not waive or reduce licensing fees, there is no law prohibiting this practice.
