[nagdu] Ownership of guide dog

Hi RJ,
I much prefer to have legal ownership of my dog.  At GDA, you get ownership 
of your dog.  When I got my first dog from GDB, I didn't have ownership, and 
I think this creates a barrier in the bond with your dog should anything go 
wrong, as it did when I had to put Pammy down and they wouldn't accept me 
back for a successor.
