[nagdu] bad handlers

I have no idea if someone talks to my dog. I'm Deaf so really can't police people.  I have to trust that my dog will ignore it.  I do teach this from a very young age and make sure to do plenty of set up situations with her when I know someone is speaking to her and I can teach her the appropriate thing to do. 
But if you only saw me in public totally oblivious to people ordering my dog around people may think I'm a bad handler for not stopping it.  I guess I'm saying that people come from all different points of view and with all different situations.  We really can't judge.
