don't let him drink a lot of water for a few hours before you leave and he 
will most likely be fine.  I have given him ice chips on the plain just to 
quench his thirst.  If you really think he has to go out ask the airline but 
once you go out you will have to go through security again.  Some airports 
do have a dog relief area now.
