Leonard,
I will preface this reply with the disclaimer that I am not as well-versed in the Fair Housing Act as I am with the Americans with Disabilities Act. You may want to get in touch with the Department of Housing and Urban Development or the Housing Authority in the jurisdiction where your fiancée resides for a more authoritative answer.
This being said, it is my understanding that the forms of discrimination prohibited under the FHA are similar to those under the ADA. One of these forms of discriminationis known as discrimination by association. This refers to the discrimination that occurs because of one's association with a disabled person. For instance, if I go to a restaurant with a group of friends and am denied access because of my guide dog and, as the result, my friends are denied access because of their association with me, all those in my party would be able to file a complaint they were discriminated against because of their association with me, even if they are not disabled and were not directly denied access.

Fraternally yours,
Marion Gwizdala
