You are assuming that parents are using the type of childcare that you pay
for. Some don't. Others simply don't pay. Of course their kids get kicked
out of the center, but the parents still aren't paying. Some don't work so
don't need childcare. Some work schedules so that one parent is always home.

I'm sure these same scenarios would come up with the relief area. The honest
people would pay. Other honest people would take their dog to relieve
someplace else. Some people wouldn't pay. Some might not bring their dogs.
Some might get creative and use relief harnesses or park time pads.

Parents must pay if they take their children to childcare, and if that is
not so, then I don't know how they do get around it.
